TOWN OF NEENAH BOARD MEETING MINUTES
September 14, 2009
Municipal Building

In attendance: Chairman Schmeichel, Supervisors Dexter, Winkler, and DeKeyser
Absent: Supervisor Hibner
Also in attendance: Harrison Sturgis, Jr., Ben Hamblin (McMahon), Ken Kiesau, Chuck Thompson, and Steve Noffke
1. Approval of minutes from August 24th Meeting. Supervisor Winkler moved to approve the August 24th minutes; Supervisor DeKeyser seconded. The motion passed: 4/0.
2. Open Forum Time will be allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town.
a. Chuck Thompson/Steve Noffke developers of Sunset Terrace. They are in the process of laying the final layer of asphalt and are just learning that the requirement of 3 inches of asphalt has been revised to 3-1/2 inches. The preliminary work (grading and grinding) has been accomplished with the 3 inch requirement in mind. Mr. Thompson is asking for consideration/compromise in this situation of 3-1/4 inch total rather than 3-1/2 inches. Ben Hamblin of McMahon explained the rational for the change in the guidelines. He stated that the Ό inch short should not be noticeable for a low volume residential road. Chairman Schmeichel asked that this request be on the 9/28 meeting agenda.
3. Discussion/Action
a. Approve CSM for the Herziger Property (parcel 010 0767; County Road A, 11.12 acres) The City of Neenah has provided positive feedback. The Town of Neenah Plan Commission has recommended approval of the CSM. The county comments include changing the lot configuration of lot 1 and outlot rather than lot 2 and lot 1. There is additional land that needs to be included (north of the Adella Beach ditch). Supervisor DeKeyser moved to approve the CSM pending approval of the County. Supervisor Winkler seconded. The motion carried: 3/1. Supervisor Dexter dissented.
b. Approve Paul Mrotek as crossing guard at $20.00/day for the 2009-2010 school year. Supervisor Winkler moved to approve the appointment of Paul Mrotek. Supervisor Dexter seconded. The motion carried: 4/0.
c. Approve September 16th vouchers Supervisor DeKeyser moved to approve the 9/16 voucher list. Supervisor Winkler seconded. The motion carried: 4/0
4. Discuss Upcoming Meetings/Events
a. September 15th Fox Cities Business Expo
b. September 17th Attorney General roundtable in Oshkosh (Dexter/Schmeichel)
c. September 23rd Local Road Improvement Project Meeting (clerk/road superintendent to attend)
d. September 24th Working Lands Initiative workshop (Winkler)
e. September 24th Finance Workshop (clerk/DeKeyser) Office will be closed for the day.
f. September 26th Open House
g. October 1st and 2nd NIMS training for new Board members
h. October 11th 14th, Stevens Point WI Towns Association Annual Convention. Office will be closed on Tuesday, September 13.
5. Old Business
a. Town Garbage pick-up David Dexter
The biggest issue would be how to bill the Towns people. Supervisor Dexter believes that it would be cheaper for the residents than the current supplier. In addition, if we include recycling on the bill, the Town could pass along increases that occur during the year. If the Board believes that the idea has merit, Supervisor Dexter is willing to do the research to determine the cost. This issue has been tabled for the time being.
6. New Business
a. The Town of Neenah Fire Department has been asked to participate in Quarry Quest. Bob will confirm their participation.
b. The Town of Neenah has dropped from 1st to 4th place in the county for recycling.
c. Supervisor DeKeyser attended a seminar sponsored by the Transportation Information Center on Sign Retroreflectivity.
7. Future Agenda/Meeting Topics
a. 2010 budget
b. The budget hearing needs to be on November 9th at 7:00 pm. We will officially set the Budget Hearing and Town Meeting date at the September 28th Town Board meeting. Post the notice no later than October 23rd. Workshops will be held on October 15th at 9:00 am in the morning and October 19th at 1:00 pm.
Supervisor Winkler moved to adjourn; Supervisor Dexter seconded. The motion carried 4/0 and the meeting adjourned at 8:09 pm.
