TOWN OF NEENAH BOARD MEETING MINUTES AMMENDED
October 26, 2009

In attendance: Bob Schmeichel, Jan DeKeyser, Glenn Winkler
Absent: Dave Dexter and Geoff Hibner
Also in attendance: Dorothy Piette, Dorothy Piette, Harry Sturgis, Larry Wirth and Lori Seiler
AGENDA
1. Pledge of Allegiance
2. Approval of minutes from September 9 (codification), September 28, October 15 (budget), October19 (budget) Meetings. Supervisor DeKeyser moved to approve the minutes for all meetings noted. Supervisor Winkler seconded. The motion carried: 3/0.
3. Open Forum – none
4. Discussion/Action
a. Approve increase in dog license fees to $5.00 (spayed/neutered); $10.00 (non-spayed/non-neutered); and $60 kennel license (5 to 12 dogs). Supervisor DeKeyser moved to approve the increased dog licenses fees. Supervisor Winkler seconded. The motion carried: 3/0.
b. Approve recommendation of Fire Chief to release one fire fighter. Supervisor Winkler moved to approve Chief King’s recommendation to release Christopher Jape with an effective date of October 26, 2009. Supervisor DeKeyser seconded. The motion carried: 3/0.
c. Approve October 28th vouchers - Supervisor Winkler moved to the October 28 vouchers. Supervisor DeKeyser seconded. The motion carried: 3/0.
d. Approve abandonment of land adjacent to parcel 010-1368, 124 Michael Avenue as requested by Dorothy Piette. The group assembled reviewed the Winnebago county GIS maps. It was determined that additional information is needed. The town needs to find out: 1. How to abandon a dedicated road right-of-way in a subdivision. 2. Who dedicated Mr. Wirth’s ROW and why is one parcel 66 ft ROW and the other 80 ft ROW? 3. Why is the entire ROW off Wirth’s property and not split between Wirth & property to the west? Mr. Wirth has no objection to the town abandoning Town’s ROW east of the Piette lot. This item will be put on a future agenda once all needed information is gathered.
5. Discuss Upcoming Meetings/Events
a. October 30th Stormwater Utility District meeting – 1 pm
b. November 4th Working Lands – DePere
c. November 5th Local Government Institute Focus Group - Appleton
d. November 9th Recycling Public Hearing – UW-Fox Valley 1 to 3:30 pm

8. Future Agenda/Meeting Topics
a. Pre-Construction Conference for Herziger Pond Project – November 3 at 3:00 pm
b. Codification Meeting – A meeting date will be scheduled after Chairman Schmeichel and Supervisor DeKeyser meet with Gary Klinka to complete chapter 12 and Supervisor DeKeyser meets with the Road Supervisor to complete chapter 13.
c. Codification Public Hearing – no date set
Supervisor Winkler moved to adjourn the meeting. Supervisor DeKeyser seconded. The motion carried: 3/0. The meeting was adjourned at 7:44 pm.
