STORMWATER UTILITY DISTRICT MINUTES
October 15, 2009

In attendance: Chairman Schmeichel, Supervisor DeKeyser, Supervisor Winkler, and Supervisor Dexter
Absent: Supervisor Hibner
Also in attendance: Gary Elmer
The meeting was called to order at 11:00am.
Agenda:
1. Approve minutes from meetings August 31st and September 9th – There was a motion to approve the minutes by Supervisor Winkler. The motion was seconded by Supervisor DeKeyser. The motion carried: 4/0 (It was noted that these minutes were approved on September 24th. The clerk will check this.)
2. Discussion/Action – Set 2010 Stormwater Utility District user fees.
Chairman Schmeichel proposed to keep the utility charges the same as 2009: $74 for each parcel with improvements; $37 for parcels without improvements; $74/ERU for all business parcels.
Mr. Elmer has several lots that are wetlands that are each charged a stormwater fee.
Discussion: The district could have unbuildable lots be exempt. The unbuildable rule may have to be less than 4040 square foot average size which equals 1 ERU.
Supervisor Winkler moved to approve Chairman Schmeichel’s proposal to keep the Stormwater Utility Charge the same as 2009 and move forward to develop a credit application form. Supervisor Dexter seconded. The motion was approved: 4/0
Regarding McMahon and Michels, chairman Schmeichel presented the following update: McMahon has not submitted new info to DNR but continues to work on this. Michels sent a model to McMahon and McMahon is reviewing it.
Supervisor DeKeyser moved to adjourn the meeting. Supervisor Winkler seconded. The motion carried: 4/0 and the meeting adjourned at 11:42am
