TOWN OF NEENAH BOARD MEETING MINUTES
November 9, 2009
Municipal Building
1600 Breezewood Lane
The meeting was opened at 7:30 pm
In attendance: Bob Schmeichel, David Dexter, Jan DeKeyser, and Glenn Winkler
Also in Attendance: Jo Sievert, Officer Rhodes, Harry Sturgis, Pete Weyenberg, Steve Friday, Sue Schmeichel, Diana Schmidli, Ed King, Ryan Cerny (student), and Ross Blaizer (student)
1. Pledge of Allegiance
2. Approval of minutes from October 23 (budget) Supervisor Winkler moved to approve the October 23 minutes. Supervisor DeKeyser seconded. The minutes were approved 4/0. Supervisor DeKeyser moved to approve the October 26 minutes. Supervisor Winkler seconded with the modification to the title minutes versus agenda. The minutes were approved 4/0.
3. Open Forum Time will be allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town.
Joanne Sievert, District 29 County Board, stated there is a 2.7% increase in county budget, mostly wage increases (new rate - $584 on a $100,000 home). She brought a pie chart illustrating where our county taxes are used.
Steve Friday asked who determined that the Baer Ditch was not in compliance since Dean Kaderabek informed him that the ditch was fine. Mr. Friday stated that Mr. Kaderabek specifically told him that the side slopes were acceptable. Chairman Schmeichel advised that because this is an open forum no action will be taken this time. According to the information the Town was given, the ditch was not in compliance prior to the Town action; and asked for this topic will be on the November 23 agenda.
Mr. Sturgis asked why there was no answer for Mr. Friday. Mr. Sturgis reviewed the Blaine Schultz issue. He is concerned with the Town charging a fee for changes to the comprehensive plan. He also noted that Mr. Hibner has been absent form Town Board Meetings since September.
4. Discussion/Action
a. Accept resignation of Sanitary District #3 Commissioner Gerald Kjemhus and appoint replacement (term expires 2015). Supervisor DeKeyser moved to accept the resignation of Gerald Kjemhus and replace him with Loretta Kjemhus, as recommended by the Sanitary District 3 Commission. Supervisor Winkler seconded. The motion was approved: 4/0
b. Approve November 11th voucher list. Supervisor Winkler moved to approve the November 11 vouchers. Supervisor Dexter seconded. Approved: 4/0
c. Review/Approve form to amend the Comprehensive Plan and set a fee. Supervisor DeKeyser moved to approve the form as drafted. Supervisor Winkler seconded. The motion passed: 4/0. Supervisor DeKeyser moved to adopt a fee of $750. Supervisor Winkler seconded. The motion passed: 4/0
d. Emergency 911 Joint Powers Agreement with Winnebago County Supervisor DeKeyser moved to approve the Joint Powers Agreement. Supervisor Winkler seconded. The motion passed: 4/0
e. Accept 2010 Budget Supervisor DeKeyser moved to adopt the 2010 budget as presented for the Public hearing. Supervisor Winkler seconded. The motion passed: 4/0
5. Discuss Upcoming Meetings/Events
a. November 12 Stormwater Utility meeting 9:00 am
b. December 16 Winnebago County Planning and Zoning Public Hearing
6. Old Business The board confirmed that Chairman Schmeichel is working on the Peitte property issue. Supervisor DeKeyser and Chairman Schmeichel met with Gary Klinka and explained to him that he will be empowered to issue citations regarding building code. He is reviewing the chapter and will provide comments.

a. Codification Meeting December 14
b. Codification Public Hearing The clerk will confirm what whether a Class 1 or Class 2 notice is required and establish timing for the notice.
c. Review the Baer Drainage Ditch November 23
d. Piette Property Update November 23
Supervisor Winkler moved to adjourn the meeting. Supervisor Dexter seconded. The meeting adjourned at 8:28pm.
