TOWN OF NEENAH BOARD MEETING
May 26, 2009

In Attendance: Chairman Schmeichel, Supervisors DeKeyser, Hibner, and Winkler
Absent: Supervisor Dexter
Also in Attendance: Harry Sturgis
AGENDA
1. Pledge of Allegiance
2. Approval of Town Board Meeting minutes: May 11, Supervisor Winkler moved to approve the minutes with corrections as noted. Supervisor DeKeyser seconded. The motion carried: 4/0. May 14, Supervisor Winkler moved to approve the minutes with the change in adjournment time to 6:40pm. Supervisor Hibner seconded. The motion carried: 3/0 Supervisor DeKeyser abstained. May 21, Supervisor Hibner moved to approve the minutes as written. Supervisor Winkler seconded. The motion carried: 3/0. Supervisor DeKeyser abstained.
3. Open Forum – Time was allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town. Chairman Schmeichel brought an item up in this open forum, in writing regarding open records requests. See attached.
4. Discussion/Action
a. Approve May Vouchers – Supervisor DeKeyser moved to approve the vouchers. Supervisor Winkler seconded. The only question was regarding the South Park/Maple Lane. Supervisor Hibner wanted to be certain that the amount charged has not exceeded the contracted amount. The motion carried 4/0.
b. Adopt Ordinance 207 – An Ordinance Approving and Adopting the Town of Neenah Comprehensive Plan 2009-2029. Amend the posting date and the wording. Supervisor DeKeyser moved to adopt the ordinance. Supervisor Winkler seconded. The motion carried: 4/0.
c. Lease with Baseball Club for Mahler Park diamonds – Supervisor DeKeyser presented the document to the board noting that the wording on lease has not been changed for the past several years. The lawyers have reviewed the document in the past. The two leases are between the Town and Suburban Baseball and Neenah Baseball and the Town. Each baseball league will use and maintain the small storage shed. The term of the lease is 2 years (January 2009 to December 2011). Supervisor DeKeyser moved to authorize Chairman Schmeichel to sign the lease with the word fertilize deleted (lined out). Supervisor Hibner seconded. The motion carried: 4/0.
5. Discussion Upcoming Meetings/Events
a. County Plan Commissioners Meeting, May 27, Winneconne (rescheduled from April 29)
b. May 28th, 8:30 am to 3:00 pm, “Grant Programs for Local Government…” Fond du Lac
c. May 30th, Conservation Expo @ Winnebago County Fairgrounds
d. June 8th, 6:45 pm Board of Review. We only need three to attend to elect a chair for the Board of Review (one must be certified).
e. June 10th McMahon’s 100th Anniversary Gathering (2:00pm – 7:00pm)
f. June 2, 7:20 am Town Board Codification Workshop
g. June 4, Ground Water Meeting
6. Old Business
a. Clayton Fest parade no attendees.
b. What is our response to Mr. Douglas regarding the garlic mustard? This has been taken care of by the Park Committee.
c. Supervisor Winkler asked if we have heard anything from the DNR regarding Michels. There has been no news from the DNR.
d. Supervisor Hibner asked when we need to reassess. This is an issue for the 2010 budget.
7. New Business
a. Road survey is for information only. It was produced by the Town Road Supervisor and the County representative. Violations noted will be addressed by the clerk.
b. Additional drainage issue on Mandella Court other than the Baer Ditch…..there is a large sink hole across the street from 215 Mandella Court. The Chairman will review this issue with the road supervisor to determine if a low cost solution is possible. This will be included on the June 8th agenda.
Supervisor Winkler moved to adjourn the meeting. Supervisor DeKeyser seconded. The meeting adjourned at 7:56pm.
