TOWN BOARD MEETING
May 24, 2010, 7:00 pm
Municipal Building

In attendance: Jan DeKeyser, Glenn Winkler, and Bob Schmeichel,
Absent: Dave Dexter and Geoff Hibner
Also in attendance: Harry Sturgis, Deputy Handrich, Gary, Mary and Steven Van Linn, Attorney Gina Vollmer, and Michelle Litjens.

1. The meeting was called to order at 7:00 pm by Chairman Schmeichel
2. Minutes of the May 10th meeting. Supervisor DeKeyser moved to approve the minutes of the May 10th meeting. Supervisor Winkler seconded. The minutes were approved: 3/0
3. Open Forum general public – Atty Gina Vollmer requested time to speak on behalf of Mr. Sturgis during the discussion of his Comprehensive Plan agenda item.
4. Open Forum for recognized municipal and county officials
a. Michelle Litjens is seeking the 56th state assembly seat that Roger Roth is vacating.
b. Deputy Handrich asked for comments. The clerk asked for the Sheriff’s department to watch for trucks on Green Valley Road between G and GG.
5. Discussion/Action
a. Vouchers dated 5/26/10 – Supervisor DeKeyser moved to approve the vouchers dated May 26, 2010. Supervisor Winkler seconded. The vouchers were approved: 3/0
b. Zoning Change from R-1 to R-2 by Gary and Mary Van Linn (owners) and Steven Van Linn (applicant) at 108 Hedgeview Dr. – Supervisor Winkler moved to approve the zoning change as requested by the Van Linn’s with the findings noted by the Plan Commission. Supervisor DeKeyser seconded. The zoning change was approved: 3/0.
c. Proposed Comprehensive Plan Amendment submitted by Di Renzo & Bomier on behalf of Harrison Sturgis Jr. – Attorney Gina Vollmer stated (1) the proposed land use is consistent with neighboring properties, (2) there appears to be a misunderstanding by the Town in what Mr. Sturgis has brought forward, (3) he has worked successfully with the town in the past, (4) this is the highest and best use of his land, (5) this request is not a slight change or being done piece-meal, and (6) he is willing to provide more information, but is looking for feedback. She further advised changing the “orange” area on his map is not as important to him as the “blue” area because the “blue” area may be needed for a pond which will probably be required. Chairman Schmeichel and the Board responded:
• There are only two residential neighbors (Olsen and Ernst), and they did object.
• Mr. Sturgis’ future plans are not clear to the Plan Commission and he is evasive in responding to questions.
• Mr. Sturgis has worked successfully with the Town when the Town knows what he is doing.
• Highest and best use is subjective.
• This request is a small area of the long range, 20 to 25 year Comprehensive Plan which was approved in May 2009. With the exception of the location of landfills, Mr. Sturgis had no objections at that time. Five months later, he requested this piece-meal change.
• The Town can give feedback when Mr. Sturgis’ long range plans are clear. For example, now we are told the “orange” area isn’t as important as it once was and we need only deal with the “blue” area. Mr. Sturgis can be very confusing.
Supervisor Winkler moved to deny the proposed comprehensive plan amendment submitted by Di Renzo & Bomier on behalf of Harrison Sturgis Jr. Supervisor DeKeyser seconded. The motion passed and the amendment request was denied: 3/0. Chairman Schmeichel recommended a meeting be set between him, Mr. Sturgis and Mr. Sturgis’ representative(s).
d. Town of Neenah Fee Schedule dated 5/20/2010 – Supervisor DeKeyser moved to approve the fee schedule dated May 20, 2010. Supervisor Winkler seconded. The motion passed: 3/0.
6. Old Business – The clerk reported that 1370 Breezewood Lane has been annexed to the city as of May 20, 2010.
7. New Business – none
8. Future Agenda/Meeting Topics
a. Memorial Day Parade – Chairman Schmeichel and Chief King to participate.
b. Liquor Licenses – June 14th agenda
c. Insurance coverage presentation by Rob Krohlow, Glatfelter – June 14th Board meeting
d. Clerk’s vacation – June 19 through July 4
9. Supervisor Winkler moved to adjourn the meeting. Supervisor Winkler seconded. The meeting was adjourned at 7:37pm
