TOWN OF NEENAH SPECIAL BOARD MEETING

Present: Bob Schmeichel, Jan DeKeyser, Geoff Hibner, Glenn Winkler, Dave Dexter
Absent: None
Also Present: Harry Sturgis (until 2:45 PM)
This special meeting for the purpose of working on the Towns Codification was called to
order at 1 PM by Chairman Schmeichel. At our meeting last week, it was determined that
each Chapter would be reviewed with the objective being to ensure that all Board members
are fully aware of the contents therein. It was concluded that as we complete the document, some bullet points from the May 14 meeting minutes will be addressed and others will need additional follow-through.
The Board completed six chapters and made grammatical corrections, clarified some topics, and questioned other topics. These items are of specific note, some of which may need further follow-up action:
Table of Contents The need to add to Chapter 14 Finance: A section regarding an investment policy, or incorporate a reference to adopting Wis. Stats. as applicable.
Chapter 1 Add notary and bond requirements for Town Clerk/Treasurer.
Chapter 3 Add: The Town Board will constitute the Towns Emergency Management Committee.
Chapter 4 We need to (1) confirm each specific speed limit zone and each specific stop sign needs to be listed individually; and if so, (2) confirm that we can revise the two lists to match the actual signage on the roads. A list of actual posted signs was distributed and it is noted there is a considerable number of contradictions between what our ordinances say and that which is posted.
Chapter 4 No Parking, Stopping, and Standing section needs to be verified with actual signage.
Chapter 6 Accuracy of the sections on Jurisdiction and Combining Lots will be done by Chairman Schmeichel.
Chapter 6 Street Design Standards needs to be consistent with the standards document adopted by the Town in September of 2008.
Chapter 6 Confirm all other sections are current and not in conflict with any action taken by the Board since the Ordinance was adopted.
Chapter 6 Add a fee (TBD when the fee schedule is updated) for Inspections in 6.65.
Chapter 6 Appendix III Add a line stating that Additional Fees may be charged by the Winnebago County Zoning Department.
Meeting adjourned by consensus at 3:35 PM. Next meeting specific to the Codification will be at 7:30 AM on Tuesday, June 2, 2009, at the Town Hall.
