TOWN OF NEENAH BOARD MEETING MINUTES
Monday, May 11, 2009
Municipal Building
1600 Breezewood Lane, Neenah
7 PM


In attendance: Chairman Schmeichel, Supervisors DeKeyser, Dexter, Hibner, and Winkler

Also in attendance: Ken Kiesau, Steve Spanbauer, and Harry Sturgis

1. Approval of April 27, 2009, meeting minutes – Supervisor DeKeyser moved to approve the minutes, seconded by Supervisor Winkler; the motion carried 5/0.

2. Open Forum – Time was allowed with a one-time, five-minute, limit for persons to express their opinion on matters relating to the Town. There were no speakers.

3. Discussion, Approval, and/or other Action:
a. Payment of Vouchers – Supervisor DeKeyser would like more research completed on Tom Buck bill before it is paid. Supervisor DeKeyser moved to approve the vouchers with the exception of Tom Buck bill, Seconded by Supervisor Dexter. The motion carried: 5/0.
b. Operator’s license for Nichole VanHout, 3701 Wayman Ct., Appleton – delayed until she submits her application.
c. Annual Surplus Commodity Revenue Ballot for County Recycling Board – Supervisor Winkler moved to vote to “hold the recycling revenue surplus in a fund for future stabilization of tipping fees”, Supervisor Hibner seconded. The motion carried: 5/0. Supervisor DeKeyser moved to allow the clerk to sign the document, Supervisor Winkler seconded. The motion carried: 5/0.
d. Herziger Property:
i. Update on Delineation of Wetlands – The wetlands delineation has been completed. This property must be surveyed to determine if it meets the needs of the Town’s Storm Water requirements. Also, the Town needs to know exactly what we are purchasing: (1) The proposed purchase contract does not adequately describe the potential purchase and (2) We need to see the property described on paper and delineated on the map.
ii. Proposal from McMahon for minimum engineering design work necessary for pond grant funding application – Supervisor DeKeyser moved to approve the proposal from McMahon and authorized Chairman Schmeichel to sign the agreement, Supervisor Winkler seconded. Supervisor Dexter believes that the Storm Water Utility District should be voting, not the Town Board, from a procedural perspective. The recommendation is that the Storm Water Utility District will meet at 3:00 pm on Thursday. Supervisor DeKeyser rescinded the motion.


e. Second Opinion on MS4 consultation estimate on work to be done toward meeting the 40% TSS reduction level. Supervisor Dexter would like to defer action on this topic until the DNR makes a determination regarding Michels Quarry and the model.
f. Letter to State Joint Finance Committee, Senator Ellis and Representative Roth regarding General Transportation Aids in Governor’s budget bill. Supervisor DeKeyser moved that the Town Board authorize Chairman Schmeichel write a letter to the State Joint Finance Committee as requested. Supervisor Dexter seconded. The motion carried: 5/0.
g. Martial Arts outdoor event proposed for Friday, June 19, 6 PM to 10 PM to be held in STARS parking lot, Green Valley Road. No action required at this time due to the lack of application from organizer.
4. Discussion on Upcoming Meetings/Events
a. May 14 – Town Board Meeting on Codification of Ordinances at 4 PM
b. May 27 – County Plan Commission Network Meeting at 6:30 PM
c. May 28 – Grants & Programs for Local Government conference at Moraine Park Technical College, Fond du Lac. 8:30 AM to 3 PM.
d. May 30 – Conservation Expo at Sunnyview Expo Center
e. June 3 – Fire Department Open House Committee meeting (Geoff Hibner)
f. June 10 – McMahon Open House
5. Old Business
a. Update on neighborhood annoyance of private recreational race tracks for ATV’s to circle a residential lot. The Board will incorporate this in the updated ordinances.
6. New Business
a. Construction on County Road G changing Dixie Road intersection from current location to further east: When will work be done? No specific date selected. How long will it take? Not known at this time. What is the planned detour route? The belief is that Muttart will be the detour route. This is a new road which was not built for truck traffic. The Town needs to be proactive to determine what can be done to keep trucks off of Muttart. Chairman Schmeichel will contact the city to secure the details of the construction. He will also talk to the Sheriff’s Department
7. Adjourn
Supervisor DeKeyser moved to adjourn, Supervisor Winkler seconded. The motion carried: 5/0. The meeting was adjourned at 8:52 pm.
