Plan Commission Meeting/Workshop
May 11, 2009
A workshop for the purpose of reviewing/revising the draft Comprehensive Plan was convened to by Chairman Schmeichel at 4:05 p.m.
Commission members present were: Schmeichel, Dexter, Ise, Langohr, Stolla, Wilde. (Kranner absent). Others present included Warren Utecht of Martensen & Eisele; and public member Harrison Sturgis.
Warren Utecht recommended some minor changes to the Comprehensive Plan draft in light of comments made at the public hearing as well as suggestions from the East Central Wisconsin Regional Planning Commission. Utecht pointed out that we do not need another public hearing if we make changes.
General summaries of the suggested changes are as follows:
• Some additional language was added on page 34 to address the city right-of-way on South Park. The Commission members suggested additional wording to point out that widening the road could cause existing dwellings to become non-conforming.
• Some additional tables and language were added on page 7 to address East Central’s concerns regarding Town land use and growth projections. Also,reference to permanently preserving “green space” on page 1 was changed to “environmentally sensitive areas” in order to better conform to our map. “When appropriate” was added under the “Goals” heading.
• The southeast side potential future park will be deleted from the map, along with map references on pages 8 and 44. Wording on page 8 will refer to establishing a park to serve the southeast part of the Town, dependent on future development.
• Under “Objectives” on page 24, language was changed to show the Town’s intent to preserve farming as a “holding zone” pending eventual development.
• Language was added (verbatim from the City/Town Boundary Agreement) to the face of the Land Use Map, re-stating the right of property owners of land in the City growth area to develop their land in accordance with pre-existing zoning, notwithstanding any subsequent Land Use Map changes.
• Some additional language was added on pages 50-52 under “Schools” and “ECWRPC Activities” to address ECWRPC concerns.
The Commission will consider an amended resolution on adoption of a plan by the Town Board at its May 18 meeting.
The meeting adjourned at 5:08 p.m.
