TOWN OF NEENAH BOARD MEETING
March 9, 2009

In attendance: Supervisor DeKeyser, Chairman Spanbauer, Supervisor Dexter, Supervisor Armstrong, and Supervisor Winkler
Others in attendance: Bob Schmeichel, Geoff Hibner, Steve Friday, Murial Kuehnl, Jo Sievert, Dave Tellock, Justin Englund, Harrison Sturgis Jr., and Jay Schroeder
AGENDA
1. Pledge of Allegiance
2. Approval of minutes from 2/23/09. Supervisor Armstrong moved to approve the minutes. Supervisor DeKeyser seconded. Approved: 4/0/1 Supervisor Dexter abstained.
3. Open Forum Time will be allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town.
a. Jo Sievert County Board Supervisor District 29 provided informational copies to Town Board Members. The greatest concern is the increase in tipping fees beginning on July. There is a possibility that the fees may be waived until Jan 09.
b. Jay Schroeder running for County Supervisor spoke about why he is interested in the position. He is from the Town of Menasha. Invited all town residents to his open forum.
c. Officer Englund from the Winnebago County Sheriffs office.
4. Discussion/Action
a. Recycling Agreement Dave Tellock from Veolia presented the proposal for recycling pick-up. Mr. Tellock would like to come back to meet with the Town regarding single stream in the fall and look to a three year contract/agreement. With regard to garbage - in order to be profitable they need over 50% of the residents to subscribe. Towns surrounding us have been given quotes of $11 to $13/ household if the Town bills rather than the company billing individual subscribers. Restrictions: Max three to four 30 gallon container, not to exceed 50 pounds; call for service on large items @ $60 to $65. Supervisor DeKeyser moved to accept the proposal effective immediately through December 31, 2009. Mr. Tellock will provide the Town with the contract for $2.98/household per month pricing, adjustment of .8% for each $0.10 increase or decrease in diesel, with a base price of $2.00. Also, with an option for a 3-year contract with an annual adjustment in concert with the CPI. Supervisor Dexter Seconded. Approved: 5/0. Back on the agenda 3/23/09
b. Approve 2009 Town Budget Supervisor Armstrong moved to accept the 2009 Town budget. Supervisor Dexter seconded. Approved 5/0.
c. Fire Department Release of Personnel Supervisor Armstrong moved to terminate Joe Selwitschka effective 3/9/09. Supervisor DeKeyser seconded. Approved 5/0.
d. Photo copy charges Supervisor DeKeyser moved to approve the clerks proposed charges. Supervisor Winkler seconded. Approved 5/0.
e. Approve March Vouchers Supervisor DeKeyser moved to approve the vouchers. Supervisor Winkler seconded. Approved 5/0.
f. Apply for Phase II funding for Maple Lane/South Park project (deadline April 1, 2009) Supervisor DeKeyser moved to approve the request to have McMahon complete the application for Phase II funding. Supervisor Armstrong seconded. Approved 5/0
g. MS4 Annual Report due to DNR 3/31/09 Nick at MaMahon will attend the March 23 meeting to present this report to the Board for submission to DNR.
h. Kuehnl Farm Drainage Concerns (Murial Kuehnl, 1501 Green Valley Road) Mr. Kuehnl discussed drainage issues on his property. Supervisor Dexter asked what Mr. Kuehnl would like the Board to do about the drainage. Mr. Kuehnl did not offer a solution for consideration nor did he make a specific request of the Board at this time.

a. Town of Winchester Plan Commission Renewable Energy March 10 (posted)

6. Discussion Old Business
a. Baer Ditch Update Steve Friday reported that the trees are down. The stumps are still in the ground. It will cost approximately $600 to remove the stumps. He has concerns about drainage during a big storm. Next report due June 1st.
b. Alliant Energy article in Milwaukee Journal.
c. Website updated with agendas, minutes, calendar, etc. Minutes will no longer be sent to the library.
7. New Business
a. Annual report is nearly ready for printing. Be sure to include Sanitary District Commission phone numbers.
b. Newsletter Should we put a newsletter out before the election with election news or after the election with the information about the Comprehensive Plan (end of April/first part of May) and Codification (end of April) public hearings, etc.? The proposal is April 8th to the printer and mailed by the 15th. Articles must be to Dave by March 31st.
c. Dave Dexter away March 21st to 31st.
d. Sunset Terrace Subdivision Chairman Spanbauer called Steve Noffke; the Clerk sent Mr. Noffke a copy of the supplemental road specifications requiring a minimum percent homes of built before the road would be accepted. A confirmation will be sent to Mr. Noffke.
Supervisor Armstrong moved to adjourn the meeting. Supervisor DeKeyser seconded. Approved 5/0
Meeting adjourned 9:20 pm.
