TOWN OF NEENAH
TOWN BOARD MEETING
March 8, 7:00 pm
Municipal Building
1600 Breezewood Lane
In Attendance: Jan DeKeyser, Glenn Winkler, Bob Schmeichel, Dave Dexter, and Geoff Hibner
Also in attendance: Harry Sturgis, Ben Hamblin, Tim Hamblin, Trip Taylor, Officer Herlache, Randy Kuehl, Trisha Zander, Carlton Sealock, Jim Schmidt and John Gabbey.
1. Pledge of Allegiance
2. Approve the minutes from the February 22nd and March 2nd meetings. Supervisor Winkler moved to approve the minutes from February 22nd. Supervisor Dexter seconded. The motion carried: 5/0. Supervisor Dexter moved to approve the minutes from March 2nd. Supervisor Hibner seconded. The motion carried: 5/0.
3. Open Forum
a. Trip Taylor, 1475 Green Valley (former Civil Air Patrol property). He would like help from the Board to develop the property (change the zoning from P-1 to industrial), but the border agreement is making this impossible. He would like this on a future town meeting agenda. Mr. Taylor also has an issue with the late fee associated with his 2009 tax bill and that his property is zoned P-1 but it appears that his tax bill is industrial. The clerk will investigate the tax bill issue.
b. John Gabbey – represents Trip Taylor. Mr. Gabbey explained the assessment issue. Also stated that “property rights” is the topic that needs to be on the agenda.
4. Open Forum for recognized municipal and county officials
a. Officer Herlache - Highway 41 construction is underway.
b. Supervisor Tim Hamblin – Highway 41 construction between Oshkosh and Neenah will begin this summer. They will “beef-up” Dixie to GG for the trucking companies to go south. Supervisor Hamblin will check to be sure they will begin at Muttart Road. Assembly Bill 734, Regional Transit – The Town will not be included without a vote of the people. There is still a question regarding representation on the Transit Board if a municipality opts into this project. Senate Bill 442 specifies the process for selecting a consultant. This bill says that if a project will exceed $250,000; there is a specified process to secure consultants.
5. Discussion/Action
a. Approve Vouchers and Payroll dated 3/10/10 – Supervisor Winkler moved to approve the vouchers and payroll dated 3/10/10. Supervisor DeKeyser seconded. The motion carried: 5/0. The clerk will research the illicit discharge bill from McMahon.
b. Discussion/Action – Provide input to DNR regarding NR 151 changes (due March 12) Supervisor DeKeyser moved to have Chairman Schmeichel write a response and submit on behalf of the town. Supervisor Dexter seconded. The motion passed: 5/0.
c. Discussion/Action – Agreement with Paper Valley Youth Soccer Club regarding use of Mahler Park. Representing the Soccer Club: Carlton Sealock, Jim Schmidt, Randy Kuehl, and Trish Zander – They would continue to work with Springhetti to do any extra field care. Supervisor DeKeyser moved to enter into a 5 year agreement with the PVYSC per terms discussed at the March 8th meeting subject to the Park Committee approval and authorize Supervisor DeKeyser to sign on behalf of the Town. It was further agreed that any time during the 5 years the PVYSC could request an extension. Supervisor Dexter seconded. The motion carried: 5/0. Supervisor DeKeyser will call a special Park Committee meeting as soon as possible. Supervisor DeKeyser will provide a formal document for signature to Jim Schmidt, president of PVYSC.
d. Discussion/Action – Re-appoint Road Supervisor/Building Maintenance Supervisor. Supervisor DeKeyser removed herself from the discussion. The clerk will research compensation with surrounding areas. The clerk will provide a combination job description for the March 22 meeting.
e. Discussion Action – Rockwood Lane road improvements submitted by Martenson & Eisele on behalf of Harrison Sturgis Jr. Supervisor DeKeyser returned to the table. Questions for Mr. Siewert: Has the road been inspected by an engineer from M&E? Will M&E qualify the grade difference between finish grade and trail? Who was the inspector? How many inches of asphalt versus top coat and/or binder? Is the access to CB askew or obtuse of 90 degrees versus perpendicular? What will be done to make it 90 degrees? Has M&E done any borings to verify the road was built per plan? Questions the Board needs to consider: If Town decides to hire our own engineer to review and confirm our spec’s have been followed - who will pay for this? Even though Ben Hamblin was copied on the plans, he should invoice us for any work put into the plans at this time.
6. Old Business
a. 2010 Agreement with the Animal Welfare League – The manager has not yet provided an agreement for the Town to review. The Animal Welfare League may be taken over by the Oshkosh Humane Society.
b. Animal Welfare League outstanding invoices ($400 for 2009, $40 for one dog, and $40 for one cat) – Do not pay these invoices until an agreement is signed.
c. NIMS Training status – Target completion date for first session is 3/15. Chairman Schmeichel is done with both sessions and provided documentation. Supervisor Hibner has begun the training. Supervisor Dexter has yet to begin but will meet the deadline.
d. Supervisor Dexter questioned the status of codification public hearing. The clerk has contacted the lawyer regarding the Public Hearing rules and is waiting for a response.
e. The clerk reminded the Board of 2010 committee/commission position expiration/reappointments. The Town Chairman is to have recommendations for the Town Board to vote on.

9. Adjourn – Supervisor Winkler moved to adjourn the meeting. Supervisor Dexter seconded. The motion carried 5/0 and the meeting was adjourned at 8:45pm.
