TOWN OF NEENAH BOARD MEETING MINUTES
March 23, 2009
Municipal Building

7:00PM

In attendance: Supervisor Armstrong, Supervisor DeKeyser, Supervisor Winkler, and Chairman Spanbauer. David Dexter was absent.

Also attending: Bob Schmeichel, Geoff Hibner, Harrison Sturgis Jr., Mike and Vicki Laux, Duane Coenen, Paul Coenen, Tom Coenen, and Mike Coenen

1. Pledge of Allegiance
2. Approval of minutes from 3/9/09 – Supervisor Winkler moved to approve the minutes with modifications, seconded Supervisor Armstrong. Approved: 4/0.
3. Open Forum – Time will be allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town.
• Mike Laux, 1481 Deerwood Drive, Neenah. The two auto repair shops have re-graded within the last two years and now the water runs toward his lot. Brent Popp also has this issue. The greatest concern is if these lots are blacktopped the water will run directly into their properties. The suggestion is that the auto repair shops dig a drainage ditch to catch the water. Put on the agenda in April, notify the neighbors.
4. Discussion/Action
a. Plan Commission recommendations:
i. Conditional Use Permit, 4C Storage LLC, 202 Rockwood Lane – Supervisor DeKeyser moved to approve the recommendation from the Plan Commission, Supervisor Winkler seconded. Approved: 4/0.
ii. Amendment to CSM 6317 for Laura Jost, 180 Ricker’s Bay Road – Supervisor Winkler moved to approve the recommendation from the Plan Commission, Supervisor Armstrong seconded: Approved 4/0.
b. Veolia recycling proposal – Delayed action due to lack of information.
c. Recycling Grant Authorization Resolution #2009-03 – Supervisor DeKeyser moved to approve Resolution #2009-03 authorizing the clerk to apply for recycling grants. Supervisor Armstrong seconded. Approved: 4/0.
d. Approve 2nd Half of March Vouchers – Supervisor Winkler moved to approve the March vouchers. Supervisor DeKeyser seconded. Approved: 4/0.
e. NE Region Programming Unit Highway Safety Improvement Program 2010 submittal (April 1, 2009) – It was suggested that the town doesn’t have any roads that qualify for this. It is possible that Maple Lane would qualify as it is considered a “collector” but would be expensive to find out for sure. The recommendation from Chairman Spanbauer is that the Town does nothing.
f. Recreational Trail Signage – Supervisor Winkler stated signs were put up in 2000 for information only. There is no ordinance to back-up the signage on the trails. All intersections could be signed (Paper Trail/STOP). The cost is approximately $16 each. There are three options: eliminate, replace or leave as is. Supervisor DeKeyser moved to authorize the Trails Committee to take the signs down and not replace them, Supervisor Winkler seconded. Approved: 4/0.
g. 2009 Commission and Committee appointments: Plan Commission – Jack Ise; Supervisor DeKeyser moved to approve the appointment. Seconded by Supervisor Winkler. Approved: 4/0. Land Committee – Glenn Armstrong and Ken Kiesau; Supervisor Winkler moved to approve the appointment. Supervisor DeKeyser seconded. Approved 3/0/1. Glenn Armstrong abstained. Park Board – Bill Keepers, James Pawlowski, and Anne Neer. Supervisor Winkler moved to approve. Supervisor Armstrong seconded. Approved: 4/0. April 27th meeting agenda there will be another appointment for the Plan Commission.
h. MS4 Annual Report due to DNR 3/31/09 – Supervisor DeKeyser has been meeting with Nick Vande Hey from McMahon. Supervisor DeKeyser and the clerk will be tracking information provided to public. Information/training requirements were also discussed. Supervisor Armstrong moved to accept the annual report as drafted and authorize Chairman Spanbauer to sign on behalf of the town. Supervisor Winkler seconded. Approved 4/0.
i. Urban Non-Point Source & Storm Water Grant Program
i. Resolution 2009-01 – request for financial assistance. Supervisor DeKeyser moved to approve the resolution. Supervisor Armstrong seconded. Approved: 4/0
ii. Resolution 2009-02 – submittal of a Planning Grant. Supervisor DeKeyser moved to approve the resolution. Supervisor Winkler seconded. Approved: 4/0
5. Discussion Upcoming Meetings
• Solid Waste Management Board Annual Meeting, March 24
• Capital Day, March 25
• Fireman’s Banquet, March 29
• Alcohol Licensing, March 31
• Plan Commission Public Hearing, April 20
• WTA Urban Towns Committee Workshop, Oshkosh, April 25
6. Discussion Old Business
• Supervisor DeKeyser and Supervisor Armstrong went to the Highway 41 meeting to discuss potential drainage issues. The DOT does not seem likely to assist with drainage issues created as a result of the expansion of Highway 41. Projected start date is 2011.
• Supervisor Armstrong and Supervisor Winkler attended a meeting on private property wind turbines.
• Supervisor DeKeyser reported she attended the Sheriff’s Department meeting and reports the Town of Neenah has 5 registered sex offenders living in our town.
7. New Business
• Read letter from Caryl Herziger regarding deferred assessment/charges notification. Supervisor Winkler moved to acknowledge the letter and place on file. Supervisor Armstrong. Approved: 4/0
• 8 applicants for open firefighter positions. Supervisor Armstrong requested the clerk put on next agenda to hire 4 new fire fighters.
• Town Officials workshops are in May for new and continuing officials.
• Memorial Day parade – will the Town be in the parade?
• Supervisor Armstrong will be working with the clerk to update the website for the Fire Department.

Supervisor Armstrong moved to adjourn. Seconded by Supervisor Winkler. Motion carried 4/0.

The meeting was adjourned 8:09.
