TOWN OF NEENAH BOARD MEETING
June 8, 2009, 7:00PM
Municipal Building

Attendance: Chairman Schmeichel, Supervisors Dekeyser, Dexter, Hibner, and Winkler.
Also in Attendance: Ken Keisau, Steve Friday, Jeff Phillips (Winnebago Health Department), and Ben Hamblin (McMahon).
AGENDA
1. Pledge of Allegiance
2. Supervisor Winkler moved to approve minutes from May 26, 2009 with modifications as noted, seconded by Supervisor DeKeyser. The motion was carried: 4/0, Supervisor Dexter abstained due to his absence from the 5/26 meeting. Supervisor Hibner moved to approve the minutes from June 2, 2009, seconded by Supervisor Winkler. The motion was carried: 4/0, Supervisor DeKeyser abstained (She recorded the minutes).
3. Open Forum – Time was allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town. Ben Hamblin noted that the Town of Clayton Green Space Committee is considering reconstructing Larsen Road. They would like the Town of Neenah to work on their section of Larsen Road. The clerk will put a note in the 2010 budget file for consideration. Steve Friday mentioned that the re-construction of Muttart Road made a significant angle to the ditch in front of his property and it is very difficult to mow. Mr. Friday is asking why the angle is so steep. Ken Keisau added that the initial plan was to have very steep ditches along the entire length of the road. At the last moment, the plan was changed to less steep ditching.
4. Discussion/Action
a. Jeff Phillips, Winnebago Health Department – Water Testing Report. Jeff supplied the results from the 39 tests. He reported that each resident with a high level of arsenic was contacted individually. Retesting was accomplished and recommendations were provided. The 39 sites selected were volunteers.
b. Review progress of Baer Ditch – Steve Friday. The chairman noted that the process is ongoing and the progress has been amazing. Mr. Friday noted that the trees are gone. One of the stumps is gone. The water is flowing well through his lot and through Keisau’s property. Mr. Friday noted that there is blockage on the west side of County A going into the lake. The slope still needs to be adjusted to meet the requirement outlined in the Land and Water Conservation Department letter dated 12/1/2008. Mr. Friday asked for an extension to August 1, 2009. Supervisor Dexter moved to grant an extension to August 1, 2009, with no further extensions unless weather conditions prevent the work from being completed. If the work is not completed, the town will complete the work and bill the homeowner. Seconded by Supervisor Hibner. The motion carried: 5/0.
c. Approve Resolution 2009-06: Reimbursement Resolution. Supervisor Winkler moved to accept the resolution. Supervisor DeKeyser seconded. The motion carried: 4/1, Geoff Hibner descended.
d. Approve Resolution 2009-07: Authorized Representative Resolution. Supervisor Hibner moved to accept the resolution. Supervisor Winkler seconded. The motion carried: 5/0.
e. Approve June Vouchers - Supervisor DeKeyser moved to approve the vouchers with a spelling correction on one invoice. Supervisor Hibner seconded. The motion carried: 5/0.
f. Approve Building Inspection Fees June 1, 2009 – May 31, 2010 (note: no changes from last year). Supervisor Winkler moved to accept the Building Inspection Fees. Supervisor DeKeyser seconded. The motion carried: 5/0. The clerk will ask Mr. Klinka to change the date on the fee schedule to June 2009.
g. Approve the Town of Neenah 2008 Annual Audit – Hold this issue until June 22, 2009 meeting. Supervisor Hibner and the clerk will contact the auditor to clarify the issues presented.
h. Approve Board of Review Alternate Member(s) – James Steffen. Supervisor DeKeyser moved to approve Jim Steffen as the alternate member of the 2009 Board of Review. Supervisor Dexter seconded. The motion carried: 5/0.
i. Mandella Court Drainage Issues. Chairman Schmeichel noted that there is a “sump” hole in the ditch at 214 Mandella Court that is pulling water back north from east bound ditch on Mandella Court rather than letting water flow to the lake. This hole has the potential to cause serious road erosion. Supervisor DeKeyser suggested that the Road Supervisor get an estimate to repair this hole. Chairman Schmeichel would also like to know if the culvert running under Muttart from Mandella is large enough looking at a 10 year rain/storm event. Supervisor Winkler moved to authorize McMahon to evaluate volume of flow, assuming no “sump” hole, to determine what event the current structure will support and the Road Supervisor to secure an estimate to repair the sump hole. Seconded by Supervisor DeKeyser. The motion carried: 5/0
j. Approve Lawn Mowing and Handyman agreement with Tom Buck for June 1, 2009 through May 31, 2010. Supervisor Hibner moved to accept the agreement. Supervisor DeKeyser seconded. The motion carried: 5/0.
k. Adjust 911 sign replacement cost from $40.00 to $100.00 to reflect increase in costs. Supervisor Winkler moved to accept the increase in cost/charge. Supervisor Hibner seconded. The costs associated with replacing the 911 signs are attached. The motion carried: 5/0. The board will look at new sign cost/charge at the June 22nd meeting.
5. Discussion Upcoming Meetings/Events
a. June 10th UTC – Madison – This meeting has been cancelled
b. June 10th McMahon’s 100th Anniversary Gathering (2:00pm – 7:00pm)
c. June 13th, 12:00 to 4:00 PM – Town Hall Rented
d. June 15th, 4:00 PM and June 17th, 7:30 AM – Town Board Codification Meetings
e. June 18th, 3:30 PM - Winnebago County Zoning Ordinance Re-write
6. Old Business – Supervisor Hibner reported about the Fire Department open house meeting. Is it OK to sell the old street signs at the open house via a silent auction? Glenn and Ed will put hours in for replacing the signs.
7. New Business - none
Supervisor Winkler moved to adjourn the meeting. Supervisor Dexter seconded. The motion carried: 5/0. The meeting adjourned at 10:00 pm.
