TOWN OF NEENAH BOARD MEETING MINUTES
June 22, 2009

In attendance: Chairman Schmeichel, Supervisors DeKeyser, Dexter, Hibner, and Winkler
Also in attendance: Brent Knutson, Jeff Long, Kalene Belisle, Arlen Belisle, Duane Tepolt, Kara Tepolt, Jim Pawlowski, Dennis Jochman
1. Approval of minutes from June 8, June 15, and June 17, 2009, Town Board Meetings.
Supervisor Winkler moved to approve the minutes from June 8th, Supervisor DeKeyser seconded. The minutes were approved with changes requested by Supervisor Hibner: 5/0. Supervisor DeKeyser moved to approve the minutes from June 15th and June 17th. Supervisor Dexter seconded. The minutes were approved: 5/0.
2. Open Forum – Time will be allowed with a one-time, five-minute limit for persons to express their opinion on matters relating to the Town. Brent Knutson informed the Board that he requested a cigarette license application and the clerk stated that she may have neglected to send the application*. The cigarette license will be addressed at a special Town Board meeting on June 24th. Kara Tepolt, 1717 County Road O, expressed concern that the Town is using Winnebago County Zoning when the Zoning Department doesn’t enforce their own ordinance on fencing. Arlen Belisle, 1725 County Road O (the neighbor) disagreed with most of what has been said. He has talked with Tracy (County Zoning) about the height issue, made some modifications, and obtained approval.
3. Discussion/Action
a. Approve Alcohol License Renewals
i. HJR, LLC, Neenah BP, 1720 County Road O – Supervisor Hibner moved to approve the license application, Supervisor Winkler seconded. The motion carried: 4/1, Supervisor DeKeyser dissented.
ii. Carol May Johnson, Fun Land Go-Karting, 1423 Green Valley Road – Neither Carol Johnson, nor Fun Land possesses a seller’s permit, therefore the Town is not authorized to issue an Alcohol License to Carol Johnson. Supervisor DeKeyser moved to deny the license, Supervisor Dexter seconded. If we deny her license, Ms. Johnson will need to begin the license process again. The Board agreed to meet at 5:00 p.m. on Wednesday, April 24th to reconsider her application. The motion was modified: The Town will deny the license renewal unless Ms. Johnson arrives at the meeting with the appropriate paperwork (seller’s permit). The motion carried: 5/0.
iii. Brent Eugene Knutson, STARS, 1413 Green Valley Road – Chairman Schmeichel moved to approve the license application for Green Valley Investments, agent Brent Knutson. Supervisor Winkler seconded. JDL Development primarily deals with real estate holdings. Question 4 requires specific dimensions which confine alcohol service to the first floor. The clerk needs to check with the Sheriff’s Department to confirm any outstanding citations. Chairman Schmeichel amended the motion to: The renewal of the license is approved subject to the license holder’s continued compliance with applicable statues, ordinances and regulations, including, without limitation, compliance with Winnebago County’s ordinance regulating the consumption of alcohol in adult entertainment businesses. Supervisor Winkler seconded. The motion carried: 4/1 with Supervisor DeKeyser dissenting.
b. Approve Cigarette and Tobacco Products License
i. HJR, LLC operating as Neenah BP, 1720 County Road O - Supervisor DeKeyser moved to approve the license application, Supervisor Winkler seconded. The motion carried: 5/0.
c. Approve June Vouchers - Supervisor Winkler moved to approve the June vouchers, Supervisor Dexter seconded. The motion carried: 5/0.
d. Approve the Town of Neenah 2008 Annual Audit - Supervisor Hibner moved to approve the Annual Audit, Supervisor Dexter seconded. The motion carried: 5/0.
e. Approve adjustment of initial 911 sign charge from $50.00 to $80.00 to reflect increase in costs. Supervisor Winkler moved to approve the adjustment to the charge effective immediately, Supervisor Dexter seconded. The motion carried: 5/0. The clerk will inform the Building Inspector of this change in the amount to collect.
f. Approve Winnebago County Planning and Zoning Text Amendment – There was no action taken by the Board.

5. Old Business
a. Newsletter publication date target July 6th. The goal is to set a date for a public hearing for Codification of Ordinances, which the clerk will put this on the 5:00 pm June 24th meeting agenda. Deadline for article submission is June 30th.
6. New Business
a. 2010 Census
Supervisor DeKeyser moved to adjourn the meeting, seconded by Supervisor Winkler. The motion carried 5/0. The meeting was adjourned at 8:35 pm
