June 15, 2009 Town Board Codification Workshop Minutes

TOWN OF NEENAH SPECIAL BOARD MEETING
Monday, June 15, 2009
Municipal Building

Present: Bob Schmeichel, Jan DeKeyser, Geoff Hibner, Glenn Winkler, Dave Dexter
Absent: None
Also Present: None

Chairman Schmeichel called to order this special meeting for the purpose of working on the Town’s Codification at 4 PM. Chapters 12 and 13 were reviewed for grammatical corrections and clarification. The following items need further follow-up action:


• Chapter 12 – Needs review by Gary Klinka.
• Chapter 12 – Look into adding the recent ordinance adopted by Town of Black Wolf, which their building inspector informed their board was necessary in the event we would have any future additions or changes to houses built prior to 1980.
• Chapter 12 – Need to determine who is the official keeper of building permit records. Is it the Inspector or the Town Clerk? Has the Board delegated it to the Inspector? Currently Gary has recent records and when he runs out of storage space, the older documents are transferred to the Town Hall.
• Chapter 12 – Need to clarify who sets the grade on foundations and include it.
• Chapter 12 – Simultaneously to review by Gary, it is requested that we also review his agreement or contract with the Town so the Town Board is familiar with his responsibilities and how his fee schedule is determined, i.e., are we meeting his expectations and is he meeting our expectations?
• Chapter 13 – Concrete driveways. Consensus made agreeing to enforce the ordinance after the Code is properly adopted. Robin will be putting the entire Code on the website and B. Schmeichel will be writing an article for the newsletter regarding this subject.
• Chapter 13 – Needs review by Ed DeKeyser, particularly section 13.05.


Meeting adjourned by consensus at 6:15 PM. Next two Codification meetings are scheduled for Wednesday, June 17 at 7:30 AM, and Wednesday, June 24 at 3 PM, both at the Town Hall.
