TOWN BOARD MEETING
July 12, 2010, 7:00 pm

Present: Bob Schmeichel, Jan DeKeyser, David Dexter, Glenn Winkler, and Geoff Hibner
Also present: Harry Sturgis, Larry Lancaster, Jim Pawlowski, Paige and Jeff Quigley, Steve Bates, Kris Kugler, and Officer Brester
Chairman Schmeichel called the meeting to order at 7:00 pm.
Minutes – Supervisor Winkler moved to approve the minutes from the June 28th Town Board meeting. Supervisor Hibner seconded. The motion passed: 5/0.
Open Forum – Time will be allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town.
a. Harrison Sturgis provided the definition of the word “blackmail” in writing to the Board. He believes he has used this word appropriately in the past and takes offense at the request of some Board members that he not use this word to describe the purchase of the Herziger property.
b. Jeff and Paige Quigley believe that traffic on Oakridge Road is increasing. There have been a lot of accidents at the intersection of Oakridge and Tullar Road. The speed is also excessive. Just yesterday morning, Sunday, the volume was in excess of 80 cars passing by their home on Oakridge Road.
Open Forum for recognized municipal and county officials.
a. Officer Brester spoke with the Quigleys. He has offered to shoot radar from their driveway as well as pass the word along to the other officers to keep an eye on the area.
Discussion/Action
a. Approve Resolution 2010-08: Abate Public Nuisance at 596 Hunters Point Road - Supervisor DeKeyser moved to adopt Resolution 2010-08 as amended, authorize the Chair to sign and authorize Clerk to proceed with the serving. Supervisor Dexter seconded. The Chair asked if anyone in the audience wanted to speak regarding this issue. No one spoke. The motion passed: 5/0
b. Approve Resolution 2010-09: Abate Public Nuisance at 403 Maple Lane - Supervisor DeKeyser moved to adopt Resolution 2010-09 as amended, authorize the Chair to sign and authorize Clerk to proceed with the serving. Supervisor Dexter seconded. The Chair asked if anyone in the audience wanted to speak regarding this issue. Kris Kugler lives at 409 Maple Lane and stated that he would like to put up a larger storage building or put up a visual barrier to help the situation. Supervisor DeKeyser suggested that Mr. Kugler call Winnebago County zoning to determine his options. Supervisor Hibner suggested that this item be tabled in order for Mr. Kugler to investigate his options. The motion passed: 5/0.
c. Approve Resolution 2010-10: Abate Public Nuisance at 1745 Oakridge Place - Supervisor DeKeyser moved to adopt Resolution 2010-10 as amended, authorize the Chair to sign, authorize Clerk to proceed with the serving. Supervisor Dexter seconded. The Chair asked if anyone in the audience wanted to speak regarding this issue. Steve Bates said that he is surprised to hear that his property is a nuisance. He stated that he is residing at this address. All vehicles are either registered or registered as collector vehicles. He stated that he is continuing to remodel his home and working on his cars. He stated that he has a building permit that has no expiration date and it is not displayed because it fell apart several years ago. Supervisor Hibner noted that the nuisance issue is the yard, not the home. The ordinance states that the home is not a nuisance when a reasonable person believes that the condition is acceptable. Larry Lancaster has been a neighbor for 30 years and stated that Mr. Bates does not live in this house. On a regular basis the only activity on this property is that the front yard is mowed on occasion. There may be a safety issue for occupancy of the home. The Town will send both the building inspector and the fire inspector to look at the living conditions and safety of the home. The motion passed: 5/0.
d. Vouchers – Supervisor Winkler moved to approve July 12th Vouchers and Payroll with the addition of $100 for the clerk’s conference. Supervisor DeKeyser seconded. The motion passed: 5/0
e. Fire Truck Loan – Chairman Schmeichel moved to notify the Board of Commissioners to pay off the loan in the amount of $82,444.34 from reserve account. Supervisor Dexter seconded. The motion passed: 4/1, Supervisor DeKeyser dissented.
f. 2009 Annual Audit – Supervisor Hibner has tried to contact Lee Stumpf, the auditor. It is expected that answers are coming this week. Supervisor Winkler moved approve the 2009 audit contingent on Hibner’s review. Supervisor Dexter seconded. The motion passed: 5/0.
Old Business – none
New Business – Supervisor Winkler asked to have Ed DeKeyser look at the lines on Oakridge Road. Are they bright enough for the increased traffic expected because of Larsen Road, Winneconne Ave and Breezewood Lane construction.

Adjourn – Supervisor Winkler moved to adjourn. Supervisor Hibner seconded. The meeting adjourned at 8:30 pm.
