TOWN OF NEENAH BOARD MEETING MINUTES
January 26, 2009

Attendance: Supervisor DeKeyser, Supervisor Winkler, Supervisor Dexter, Supervisor Armstrong, and Chairman Spanbauer
Other Attendees: Lorenz and Karen Rangeloff, Ben Hamlin (McMahon) and Harrison Sturgis Jr.
AGENDA
1. Pledge of Allegiance
2. Approval of minutes from 1/12/09, Supervisor Armstrong moved to approve the minutes, Supervisor DeKeyser seconded; Approved with one spelling correction 5/0. 1/20/09 (Codification) Supervisor Winkler moved to approve these minutes, Supervisor Dexter seconded; Approved 5/0.
3. Open Forum – Time will be allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town.
a. Mr. Sturgis presented his comments in writing. See attached.
b. Ben Hamblin from McMahon presented a short form agreement for engineering the reconstruction of Maple Lane and South Park. The agreement was put together with Mr. DeKeyser. Cost of design is $16,000. This will be put on the February 9th agenda.
4. Discussion/action
a. Appointment of Local Representative to Winnebago County Natural Hazards Mitigation Plan Update. Supervisor Armstrong moved to appoint Ed King as the local representative, Supervisor DeKeyser seconded; Approved 5/0.
b. Approve temporary Class “B” Retailers License for Paynes Point Hook and Spear Club (February 13 through 15, 2009) Supervisor DeKeyser moved to approve the license contingent upon the Fire Department inspection, Supervisor Dexter seconded; Approved: 5/0.
c. Approve Operator Licenses for item b. activity: Barb Swift, Stacy Frakes, Darryl Lehman, Brian Juneau, Charlie Resch, and Keith Ziebell. Supervisor DeKeyser moved to approve the operator licenses, Supervisor Winkler seconded; Approved 5/0.
d. Approve Town Per Diem Policy for Elected Officials – Supervisor DeKeyser moved to approve the new per Diem policy with date of January 26, seconded by Supervisor Armstrong. Approved: 5/0. The Clerk will update the policy with the date and file.
5. Discussion Upcoming Meetings
a. Winnebago County US 41 Community Stakeholder Committee Meeting, January 29, 2009, Vinland Town Hall – Attendees: Bob Schmeichel, Chairman Spanbauer, Supervisor DeKeyser will attend.
b. Fox Cities Tourism, February 20 – Supervisor Dexter will attend.
c. February 3, 2:00 P.M. Per Capita presentation – Chairman Spanbauer and Bob Schmeichel will attend to present our paper.
d. White Tail homeowners association will be meeting on February 11, at 7:30 PM at the municipal building.
6. Discussion Old Business
a. NIMS training – NIMS training can be accomplished by Ed King or via the internet after the April election. Mr. King can set a date to accomplish this training.
7. New Business
a. PF Consignment’s, Thomas Foth is requesting an extension to pay personal property tax. The company went out of business earlier this year. The clerk will ask Mr. Foth when he believes he can pay. The town board will consider an extension and this topic will be placed on the February 9th agenda.
b. The Fire Department is researching building a place for memorabilia and plaques.
Supervisor Dexter moved to adjourn, Supervisor Armstrong seconded; Approved 5/0. The meeting was adjourned at 7:50 P.M.
STORM WATER UTILITY DISTRICT MEETING MINUTES
January 26, 2009
AGENDA
1. Approval of minutes from 1/21/09 (Storm Water Utility) Supervisor Armstrong moved to approve, Supervisor Dexter seconded with one correction, Approved: 4/0/1. Chairman Spanbauer abstained.
2. Discussion/action of a Credit Policy/Procedure – Nothing received from McMahon
3. Old Business –Lorenz and Karen Rangeloff, 3000 Oregon Street, Oshkosh (426-5097). Property: Lorenz Auto Recycling (parcel 010 0049-01) has issues with storm water utility charge. They are already paying the DNR for a storm water permit fee (approximately $1500). This property uses demolition rock versus gravel in the yard. In addition, the property is below street level. They are working with McMahon to re-calculate the ERUs for a property they own in Oshkosh. They will provide the name of the engineer for us to contact. Is there any way that they can pay in installments? Jan mentioned that there are some that would like a quarterly billing, but there is still an issue with delinquency if the bill is not paid by January 31. Is the bill incorrect? If the bill is incorrect, there will be a correction. Motion by Supervisor Winkler to deny the request to waive the charge until further information is available in the form of a credit policy, seconded by Supervisor Armstrong, Approved 5/0. Motion by Supervisor DeKeyser to bill Checker Logistics and Lorenz Auto Salvage quarterly beginning with the storm water amount charged on 2008 tax bill, seconded by Supervisor Dexter; Approved 5/0. In the future, the Town will need to develop a policy for who qualifies for the quarterly billing and how to apply.
4. New Business –
a. Supervisor DeKeyser asked the board to approve $2800 for McMahon to apply for a DNR grant on behalf of the Town. This application must be submitted by January 31st. Supervisor Winkler moved to approve, Supervisor Dexter seconded; Approved 5/0.
b. Supervisor DeKeyser reviewed letters written to residents regarding storm water decisions. The Michel’s letter has not been written. N&M letter has not been written.
c. What will the Town do with Michels, Checker and N&M since we don’t have the $$ to cover their January 31st obligation? Jan will contact Rick Stadelman.
Supervisor DeKeyser moved to adjourn, Supervisor Dexter seconded, Approved: 5/0. The meeting was adjourned at 8:50 P.M.
