TOWN OF NEENAH BOARD MEETING MINUTES
February 23, 2009
Municipal Building

Attendance: Glenn Armstrong, Jan DeKeyser, Glenn Winkler, Steve Spanbauer
Absent: Dave Dexter
Also in attendance: Bob Schmeichel, Geoff Hibner, Harrison Sturgis Jr., Duane Coenen, Paul Coenen, Tom Coenen, Michael Coenen, Mark Coenen, Murial Kuehnl, Mitch Grube (Winnebago Sheriff’s Office), and Jim Pawlowski,
1. Pledge of Allegiance
2. Approval of minutes from 2/9/09, Supervisor Armstrong moved to approve the minutes, Supervisor DeKeyser seconded; Approved 4/0
3. Open Forum – Time will be allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town.
• Mr. Sturgis provided his comments in writing (see attached).
• Murial Kuehnl is concerned about the drainage through his property. This topic will be put on the March 9th agenda.
• Paul Coenen would like to know why his conditional use permit will not be discussed tonight. This topic will be on the Plan Commission meeting March 16, Town meeting March 23. R. Coburn will check to see when the County Planning and Zonning Public Hearing will take place in March.
4. Discussion/Action
a. Conditional Use Permit, 4C Storage LLC, 202 Rockwood Lane – This subject will not be acted on tonight.
b. Photo copy charges. Board recognized Mr. Hibner from the floor. He recalled that there may be a statutory requirement. Board recognized Mr. Sturgis. He mentioned that UPS are charges significantly less than what the Board is proposing. The clerk will check prices in the area including the price from our copy contractor. Supervisor DeKeyser made a motion that pricing stay the same until the March 9th meeting when we will discuss this topic again. Supervisor Armstrong seconded; Approved 3/1, Spanbauer dissented.
c. Approve 2nd Half of February Vouchers – Supervisor DeKeyser moved to approve, Supervisor Winkler seconded; Approved 4/0
5. Discussion Upcoming Meetings
a. Feb 25th – IDB meeting
b. Feb 26th 5:15pm – US 41 Reconstruction Public Forum, County Highway Building
c. March 10 - Town of Winchester, Focus on Energy (post for Board and Plan Commission).
d. March 12th Quarterly Groundwater meeting (DeKeyser, Winkler attending)
e. March 18 - Land and Water Conservation, US 41 Reconstruction (post for Board)
f. March 24 - Annual Community Meeting, Winnebago Waste Management Board (Armstrong, Winkler attending)
g. March 25 - WTA/UTC State Capitol Day (DeKeyser, Spanbauer, Winkler, Schmeichel attending - post for Board)
h. March 29th – Firemen’s Banquet $20.00, RSVP to Supervisor Armstrong.
6. Discussion Old Business – Baer ditch review at next Town Board Meeting.
7. New Business –
• WisDot looking for input on the LRIP program. Has any of the Board heard anything regarding this topic that Supervisor DeKeyser should be aware of before she goes to Madison this week?
• Policy for copying correspondence (reference Mr. Sturgis’ letter to R. Coburn dated February 19th). There is no policy for copying correspondence. The Board recommended that the clerk keep doing what she has done in the past.
• Supervisor Winkler provided a deposition March 19, 2008, regarding a traffic accident involving the CB trail. He has been subpoenaed to testify and would like Board permission, as the Trails Committee Chair, to speak on behalf of the town. Agenda item for the March 9th.
• Supervisor Armstrong reported that the Fire Department is in the beginning stages for planning an open house this fall.
Supervisor DeKeyser moved to adjourn the meeting, Supervisor Armstrong seconded; Approved 4/0. The meeting adjourned at 7:50 p.m.
