Minutes of the
Public Hearing for a Proposed Amendment to the
Town of Neenah Comprehensive Plan
Monday, December 21, 2009, 7:00 p.m.,
Neenah Town Hall, 1600 Breezewood Lane, Neenah, WI 54956
In attendance: Bob Schmeichel, Jack Ise, Phil Langohr, Dave Dexter, Tom Wilde, Tony Kranner, Tom Stolla
Also in attendance: Brett Olson, Kayln Olson, Steve Klassen, Mike and Marie Berger, David and Beka Weiss, Cathy Van Deurvzen, Jean Kessler, Glenn Winkler, Jan DeKeyser, Bill Ernst, Graham and Elizabeth Bradley, Max Ogden, Paul Coenen, Tom Coenen, Geoff Hibner, Ben Hamblin, Frank Nelsen, Glenn Armstrong, Margie Weiss, Mary Ann Foth, Tom Foth, Kyle Coenen, Ken Kiesau, Deborah Skowronski, and Harry Sturgis
The hearing was called to order at 7:00 pm by Plan Commission Chair Bob Schmeichel.
Speakers:
Harrison Sturgis Jr. Mr. Sturgis presented his proposal. Eventually he wants to combine the two lots so that the lot will have frontage on Larsen Road when the other parcels become commercial. He will be creating another lot with his plan so the tax base would increase.
Bill Ernst, Larsen Road Does Mr. Sturgis plan to remove the water from the wetlands? What will become of the test well(s) on this property?
Kayln Olson She would like to keep the land the way it is. Likes the wetlands and wild life area. As the nearest property owner she would be affected greatly if this plan went through. She believes this proposal would adversely affect her property value.
Frank Nelson He believes that more explanation is required. He didnt know that wetlands could be farmed. Why does Mr. Sturgis want the change to commercial?
Jan DeKeyser The piece in red is going from residential to commercial. The brown is going from urban residential and inactive to agriculture.
Steve Klassen Is there any benefit to the town tax base with this change? Glenn Armstrong explained. Ag is lower tax than wetlands.
Ken Kiesau As wetlands, if its use is agriculture..taxing is not at issue, it is taxed for the land use value.
Deborah Skowonski What is the impact to the Town, the neighbors, etc.? Bob Schmeichel provided an explanation of what could go into agricultural and commercial.
Glenn Armstrong Asked about the county owned land on the corner of CB and Larsen Road.
Max Ogden What is the plan for the commercial property?
With no additional comments the public hearing closed at 7:37 pm.
