BOARD MEETING MINUTES
December 14, 2009
Municipal Building

In attendance: Jan DeKeyser, Glenn Winkler, Bob Schmeichel, Dave Dexter, and Geoff Hibner
Also in attendance: Harry Sturgis, Gary Klinka, and Ed King
1. Pledge of Allegiance
2. Approval of minutes from November 23rd Meeting Supervisor Winkler moved to approve the minutes. Supervisor DeKeyser seconded. The motion carried: 5/0.
3. Open Forum Time will be allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town - none
4. Open Forum for recognized municipal and county officials. Jo Sievert would like to wish the Town Happy Holidays.
5. Discussion/Action
a. Approve December 16th voucher list Supervisor Winkler moved to approve the voucher list. Supervisor DeKeyser seconded. The motion carried: 5/0.
b. Approve Clean Water Fund Program Financial Assistance Resolution (2009-11). See item c.
c. Approve Clean Water Fund Program Financial Assistance Agreement Closing Supervisor DeKeyser moved to approve Resolution 2009-11 and the closing documents and authorize Chairman Schmeichel and the clerk to sign for the Town. Supervisor Winkler seconded. Approved by role call - 5/0.
d. Approve 2009/2010 Snow Removal Memorandum of Understanding with Town of Menasha. This agreement is just for the CB trail. Supervisor DeKeyser moved to approve and authorize Supervisor Winkler to sign for the Town. Supervisor Hibner seconded. The motion passed: 5/0.
e. Review/revise Town Board liaison assignments The liaison assignments were reviewed. The following changes were made: delete Comprehensive Plan; Fire liaison primary changed to DeKeyser, Hibner as secondary; delete Fox Cities Urban Towns; Highway 41 drainage back-up all; Stormwater MS4 primary changed to Schmeichel, secondary DeKeyser; the end! Supervisor DeKeyser moved accept the new liaison list dated 12/14/09. Supervisor Winkler seconded. The motion carried: 5/0
f. Approve Bowmar Appraisal proposal for 2010 revaluation of Town of Neenah property Supervisor DeKeyser moved to approve appraisal proposal from Bowmar Appraisal and authorize Chairman and clerk to sign for the Town. Supervisor Hibner seconded. The motion carried: 5/0
g. Approve recommendation by Stormwater Utility District to charge per diem for meetings requiring a separate trip or combined meeting lasting longer than 4 hours. Supervisor DeKeyser moved to approve the recommendation. Seconded by Supervisor Dexter. The motion carried: 5/0
h. Approve Fire Department Training Grant Agreement This agreement originated from N-M Fire Department. At least 5 of the members had attorneys look at this. Supervisor Dexter moved to approve the Simulator Training Grant Agreement and authorize the Chairman and the clerk to sign for the Town. Supervisor Winkler seconded. The motion carried: 5/0
i. Approve 2010-2011 Election Workers: Diana Schmidli, Mary Ann Minorik, Carol Kempfert, Judy Williams, Wanda Webster, Mary Schilling, Jackie Burr, Judy Miller, Hope Moede, LaVerne Sturgis, Jamie Cowling (nominated by Winnebago County Republican Party) and Larry Neimuth (nominated by Winnebago County Republican Party). Replace Larry Neimuth with Lillian Berndt, as Mr. Neimuth is not a Town of Neenah resident. Supervisor DeKeyser moved to approve the adjusted list. Seconded by Supervisor Dexter. The motion carried: 5/0
6. Discussion
a. Review ordinance updates as submitted by Gary Klinka and Robin Coburn Gary will come back to the Board with a finished document.
7. Discuss Upcoming Meetings/Events
a. December 16, County Planning and Zoning Public Hearing, 7:00 pm
b. December 21, Town of Neenah Planning Commission Meeting/Special Town Board Meeting.
c. January 7, Winnebago Towns Association Unit Meeting Town of Vinland
d. Codification Public Hearing February 1, 2010
e. Spring Primary February 16, 2010
f. Spring Election April 6, 2010

Supervisor Dexter moved to adjourn. Supervisor Hibner seconded. The meeting adjourned with a vote of 5/0.
