STORM WATER UTILITY DISTRICT MINUTES
August 13, 2009

In attendance: Bob Schmeichel, Jan DeKeyser, Geoff Hibner, Glenn Winkler
Absent: Dave Dexter
Also in attendance: Ben Hamblin
The meeting was called to order at 3:38 pm by Chairman Schmeichel
1. Approve minutes: Supervisor Winkler moved to approve the minutes from the July 13, as amended by Geoff Hibner. Supervisor DeKeyser seconded. Approved: 4/0; Supervisor Hibner moved to approve the minutes from the July 15 meeting. Supervisor DeKeyser seconded. Approved: 4/0; Supervisor DeKeyser moved to approve the minutes from the July 13. Supervisor Winkler seconded. Approved: 4/0.
2. Discussion/Action Herziger Stormwater Project
Ben Hamblin reviewed the current status of this project:
Borings completed, waiting for results. Ben is authorized to send the results to the DNR as soon as possible.
Wetlands delineation needs to be completed. Ben is authorized to do so and send his final results to the DNR
Our score has been appealed and we are potentially at 95. The increase is a result of a mistake made by DNR. Confirmation from DNR will come next week
Two DNR permits that were submitted were dismissed. They have been re-submitted and reinstated at a cost of $600.
McMahon has submitted a notice for advertisement which will appear on August 17th and August 24th. Bids will be opened on August 31st, 10:00 am at McMahons office. The Clerk will post the meeting notice.
Need to schedule a special meeting September 9th, at 10:00 am at the Municipal Building to award the bid. Clerk will post a meeting notice.
Chairman Schmeichel moved to proceed with steps towards purchasing the entire 11.12 acres of Herziger land, parcel 010-0767 (lot 1, CSM 6309) to protect our stimulus funding. Supervisor DeKeyser seconded. Roll call vote Supervisor DeKeyser Yes; Supervisor Hibner No; Supervisor Winkler Yes; Chairman Schmeichel Yes. The motion carried: 3/1
Next step for Chairman Schmeichel will be negotiating the price with Herziger representatives and schedule a Stormwater Utility meeting to approve the purchase.
Supervisor Winkler moved to adjourn the meeting, Supervisor Hibner seconded. The meeting adjourned at 4:30 pm.
