TOWN OF NEENAH BOARD MEETING MINUTES
August 10, 2009
Municipal Building

In attendance: Chairman Schmeichel, Supervisors Hibner, Dexter, Winkler, and DeKeyser
Also in attendance: Harrison Sturgis, Jr., Ben Hamblin, Jim Pawlowski, and Joanne Sievert
1. Approval of minutes: Supervisor Hibner moved to approve the minutes from July 8 (Codification) meeting. Supervisor Winkler seconded. The minutes were approved: 5/0. Supervisor Hibner moved to approve the minutes from July 27 (Town Board) meeting. Supervisor DeKeyser seconded. The minutes were approved: 5/0.
2. Open Forum – Time will be allowed with a one-time five minute limit for persons to express their opinion on matters relating to the Town.
• Joanne Sievert was available to answer questions. Winnebago County does not have a sales tax and Ms. Sievert would not vote in favor of one if the issue came up.
3. Discussion/Action
a. Baer Ditch – The August 1st deadline has passed and the ditch has not been returned to the required specifications. Supervisor DeKeyser moved to advise Mr. Friday that since the August 1st deadline has passed, the Town is proceeding with finishing the ditch work at 210 Muttart Road, including removing the stump, and returning the grade of the side slopes to levels indicated in the letter from Winnebago Land and Water Department dated 12/1/08, with cost being charged to Mr. Friday. Supervisor Dexter seconded. The motion carried: 5/0. The clerk will compose the letter on behalf of Chairman Schmeichel. The Town will get estimates for the work required.
b. Approve August Vouchers and Payroll – Supervisor DeKeyser moved to approve the August 5, 2009 vouchers. Supervisor Hibner seconded. The motion carried: 5/0.
c. Budget Discussion - No action necessary. R. Coburn reported on the 2009 budget versus expenses to date.
4. Discuss Upcoming Meetings/Events –
a. Clerk will be out of town for the 19th to the 23rd.
b. August 20th – Schmeichel zoning rewrite meeting
c. August 13th – County Zoning and Land and Water will do a “road trip” with the road superintendent and the chairman.
5. Old Business
a. NIMS training for new Board members. The clerk will send the chief another email. All but DeKeyser and Winkler need to be trained. August 17 through 24, Dexter available.
b. Pete Keating’s letter of July 22 will be addressed during the Thursday road trip. The clerk will call Mr. Keating.
c. Fire Department open house update: There will be a slide show inside. Gold Cross will be on hand. There will be a donation boot to purchase a defibrillator.
6. New Business
a. Supervisor DeKeyser attended the Sunset Terrace Homeowners Association meeting and advised the 16 property owners that are affected by the ditch running west to east through the subdivision. She advised them of the requirement to keep the ditch clean/clear.
b. On August 24th agenda – Regional Transit Authority for Fox Cities. Chuck Farrey is looking for the Town’s opinion/input on a Fox Cities RTA. He would like the Town to invite Joanne Sievert, Tim Hamblin, and Tom Widener to discuss this issue.
c. Supervisor Winkler asked about the letter written to Mr. Church. Chairman Schmeichel noted that the county is still requesting the culvert be removed and the Town still does not want construction traffic on Dell Court.
Supervisor Winkler moved to adjourn. Supervisor DeKeyser seconded. The motion carried and the meeting adjourned at 7:58 PM.
