TOWN OF NEENAH
PLAN COMMISSION PUBLIC HEARING MINUTES


Time and Date: Monday, April 20, 7:00 p.m.

Location of Meeting: Town of Neenah Town Hall
1600 Breezewood Lane, Neenah, WI 54956

In attendance: Bob Schmeichel, Julie Siefert, Tom Stolla, Tom Wilde, Tony Kranner, Phil Langohr, Dave Dexter and Warren Utecht.

Also in attendance: 17 residents, land owners, and/or interested persons attended. See sign-in sheet. In addition, two students attended but did not sign in. They left at approximately 7:50 pm.

1. The public hearing was called to order at 7:05 p.m.

Bob Schmeichel opened the meeting.

Warren Utecht began the discussion by explaining the development process and the land use plan. He described the land use definitions specifically focusing on “mixed use”. State statue requires a 20 year comprehensive plan for any town that has ordinances???

Bob Schmeichel discussed the overlay zoning.

Jan DeKeyser would like a better definition for the “park area” on the south end of the town. The town has more park acreage per capita than any municipality in the state and parks are expensive.

Geoff Catlin is concerned about the agricultural area on South Park and the continued buffer of the town from the city in that area of the town. He would like to know the current commitment of the Town to Mahler Park.

Russ Meerdink concerned about 80 foot right-of-way width on the official transportation map (City of Neenah) for South Park. Why 80 feet? Should we note that the Town does not agree with the 80 foot right of way?

Nancy Brown asked what the flags on South Park are for. The flags are for a preliminary engineering study for the rebuilding of Maple Lane and South Park in anticipation of potential 2nd phase stimulus funding availability from the federal government.

Glenn Armstrong has an issue with the city’s influence with the comprehensive plan - specifically, the city growth area. How will this affect town property owner’s ability to do what they want with their property? This is covered under the intergovernmental section. Warren Utecht recommended that the language be added in the intergovernmental section on the map regarding this issue.

Harrison Sturgis Jr. listed many concerns with the development of the plan, accuracy of the maps and specific details within the document, as well as his perception of the lack of public input into the land use plan. Mr. Sturgis would like the Town’s definition of “mixed use”.

Warren Utecht’s view: The comprehensive plan is a snap-shot of the community today and projection of what we want the Town to look like in the future. It is not perfect; the information is as accurate as the best information available at the time. The Town is evolving and if we were to have 100% accuracy, the plan would never be finished.

Nancy Brown asked if the agricultural land was planned to be put on a map as residential. Bob mentioned that some of the preliminary thoughts may have included this, but the current plan does not include this. She is also concerned that her property has two different “land uses”. This was discussed and the commission determined that the land use is compatible with the zoning.

Public Hearing adjourned 8:27 p.m.

Jack Ise will take Julie’s spot on the Plan Commission. Next regular meeting will be May 18th, 7:00 p.m. Workshop – May 11th, 4:00 p.m.
