TOWN OF NEENAH
TOWN BOARD MEETING
April 12, 7:00 pm
Municipal Building

In Attendance: Jan DeKeyser, Glenn Winkler, Bob Schmeichel, Dave Dexter, and Geoff Hibner
Also in attendance: Harry Sturgis, JoAnne Sievert, and Officer Herlache
AGENDA
1. Pledge of Allegiance
2. Approve the minutes from the March 22nd meeting. Supervisor DeKeyser clarified the 75% development rule this does not just apply to subdivisions, but to any development. Supervisor Hibner moved to approve the March 22nd minutes with changes as discussed. Supervisor DeKeyser seconded. The motion carried: 5/0.
3. Open Forum
a. Harrison Sturgis Jr. read from a prepared statement.
b. Deputy Herlache reported all is OK in the Town.
4. Open Forum for recognized municipal and county officials Jo Sievert stated that all is quite in her neighborhood. There will be no round-a-bout included in the County A reconstruction project they are too costly.
5. Discussion/Action
a. Compliance Assurance Plan for Recycling Supervisor DeKeyser moved to approve the plan. Supervisor Winkler seconded. The motion carried: 5/0.
b. Committee and Commission Appointments
i. Tom Wilde and David Dexter Plan Commission
ii. Pete Weyenberg and Aaron Zemlock Park Board Committee
iii. Gary Elmer, Bill Ernst, Bill Neer Land Committee
iv. Molly and Mark Griffin, Cindy and Mark Lancaster Trail Committee
Chairman Schmeichel moved to approve the appointments as listed above. Supervisor DeKeyser seconded. The motion carried: 5/0.
c. Job Description, Municipal Building Maintenance Supervisor/Road Superintendent Jan stepped away from the table. Supervisor Dexter moved to approve the job description for the Municipal Building Maintenance Supervisor/Road Superintendent. Supervisor Hibner seconded. The motion carried: 4/0.
d. Rockwood Lane road improvements Chairman Schmeichel reminded the Board of the recommendations submitted by McMahon. Supervisor DeKeyser stated her concerns about how the road will connect with the trail. Supervisor Dexter believes that the McMahon recommendations cover this issue. The Chairman will prepare a letter to Mr. Sturgis with the requirements listed as outlined in the email from Ben Hamblin dated 3/23/2010, for review and approval at the next meeting approve.
e. Vouchers and Payroll dated 4/14/10 Supervisor Winkler moved to approve the vouchers. Supervisor Dexter seconded. The motion carried: 5/0.
f. Mr. Sturgis letter dated March 31, 2010 Chairman Schmeichel recommended that the Town waive the $750 application fee one time and allow Mr. Sturgis to re-apply for his land use amendment. Supervisor Dexter seconded. Vote 3/2 (Supervisors DeKeyser and Winkler dissented) the motion carried. The clerk will proceed to notice the public hearing as required and previously scheduled by the Plan Commission.
6. Old Business
a. 2010 Agreement with the Animal Welfare League (Outstanding invoices $400 for 2009, $40 for one dog, and $40 for one cat) nothing new to report.
b. NIMS Training status Target completion date for second session is April 30th. Supervisors Hibner and Dexter are on schedule to complete on time.

9. Adjourn Supervisor DeKeyser moved to adjourn the meeting. Supervisor Dexter seconded. The meeting adjourned at 8:08pm.
